Have a class debate
Here is an example of a tough motion: ‘This house believes that Seebohm Rowntree was one of the most significant figures in British history in the 20th century.’
This one might be easier: ‘This house believes that Seebohm Rowntree’s work was a significant factor in passing of the New Liberal reforms of the early 20th century.’
You could have a formal debate, or you could adopt a more informal balloon debate and have various characters / events from the time e.g. Lloyd George, Seebohm Rowntree, the Boer War etc. justifying their places in a sinking balloon.
